Abstract

Urban areas create more solid waste which needs waste management systems that depend on advanced waste management technologies to operate effectively. The Smart Waste Management (SWM) framework integrates IoT and ML and Blockchain technologies to create a secure and scalable urban waste management system which uses data for waste management operations. IoT sensors collect real-time data on bin fill levels, environmental parameters (ammonia, methane, temperature, humidity), and geolocation. The system employs a privacy-preserving anonymization layer which protects confidential information that is stored permanently on the Hyperledger Fabric blockchain. The ML layer includes predictive models and optimization models which use Quantum-inspired Temporal Fusion Network to forecast time periods and Multi-Agent Deep Reinforcement Learning to optimize routes and Neural Architecture Search with Graph Neural Networks to adjust models in real time. The proposed framework is depicted through its architectural layers and system operational model. The experimental results show that the system maintains high reliability because it achieves transaction latencies below 100 milliseconds and success rates above 95% while decreasing both operational expenses and unnecessary resource consumption. The research shows how emerging technologies enable smart city governance to achieve sustainable operations which create a foundation for upcoming urban infrastructure development.
